Barry Carin, 美国布朗大学经济学博士。Barry Carin先生曾在加拿大政府工作,担任过的职务有:财政委员会评估主任、就业部主管政策规划的助理副部长、外交部主管经济贸易的助理副部长、G7外交事务副官、加拿大新加坡事务高级官员。Barry Carin先生也曾担任维多利亚大学全球研究中心副主任的职务,他也是《全球治理》杂志的编辑。Carin先生的主要研究方向包括:国际发展的未来方向、G20 机构和进程、全球气候变化政策、网络管理、中西方文化对外交政策的影响。另外,Carin先生正在写一部关于“幽默是一种管理工具”的书。
Speakers' Profile
Barry Carin, Ph.D. Economics, Brown University, has had several Canadian government positions including Treasury Board Director of Evaluation; Assistant Deputy Minister Policy and Planning in the Employment Ministry, Assistant Deputy Minister Trade and Economic Policy in the Foreign Ministry; G7 Foreign Affairs Sous Sherpa; and Canadian High Commissioner to Singapore. He was the Associate Director of the Centre for Global Studies at the University of Victoria. He was an editor of the journal Global Governance. He conducts research on future directions for international development, the institutions and processes of the G20, global climate change policy, governance of the Internet; and on the impacts of Western and Chinese cultures on foreign policy. In his spare time, he is writing a book on humour as a management tool.

Introduction
This presentation will attempt to summarize the key characteristics of Chinese culture and history that influence China's foreign policy; contrast these characteristics with Western features; describe the feasible set of G20 initiatives; and conclude with ideas for China's G20 presidency which reconcile the different cultural approaches of the G20 countries.
