CIDEG hosted the sub-forum of the 18th Tsinghua University Public Administration Forum.Release time: 2023-09-18

On August 5, the 18th Tsinghua University Public Management Forum was successfully held in Jiyuan, Henan Province with the theme of "Industrial Transformation and Upgrading and Modernization of Urban and Rural Governance". This year's forum consisted of four sub-forums, namely "Industry-Urban Integration and High-Quality Development", "Business Environment and Regional Synergistic Development", "Common Wealth and Rural Revitalization", "Chinese Culture and Social Governance", and "Modernization of Urban and Rural Governance". "Chinese Culture and Social Governance".


Sub-forum 1 "Industry-City Integration and High-Quality Development", organized by the Center for Industrial Development and Environmental Governance (CIDEG) of Tsinghua University, joins hands with experts from politics, business and academia to talk about the integration of industry and city, aiming at promoting the integration of China's cities and industries and the high-quality development of economy and society through the dialogues and exchanges of multi-party subjects.


Lan Zhiyong, Professor of Tsinghua University School of Public Administration and Director of Beijing Research Center for Organizational Learning and Urban Governance Innovation; Chen Ling, Associate Professor of Tsinghua University School of Public Administration and Director of Tsinghua University Research Center for Industrial Development and Environmental Governance, and Dr. Han Zixuan of the research team; Li Yingbo, Associate Professor of Tsinghua University School of Public Administration and Associate Director of the Institute of International Development and Global Governance; Xu Hanguo, President of Xinyang Green Finance Institute Mr. Luo Guilian, Chief Expert of Investment and Financing Center of Shanghai State-owned Capital Operation Research Institute, delivered a keynote speech. Two friends of the Institute of Science and Technology Strategy Consulting of the Chinese Academy of Sciences, Chinese Academy of Sciences University of Intellectual Property Rights, vice president of the Secretary General of the China Association for the Promotion of High-tech Industries, Song Hefa, Director of Policy and Strategy Research of Meituan Autonomous Driving, Zeng Hui, etc., as the critics of the guests to share their exchanges. The forum was hosted by Zhao Jing, Associate Professor of Tsinghua University School of Public Administration and Deputy Director of Tsinghua University Research Center for Industrial Development and Environmental Governance.


Chen Ling, Associate Professor at Tsinghua University's School of Public Administration and Director of Tsinghua University's Center for Industrial Development and Environmental Governance, released a research report entitled "Industry-City Integration and High-Quality Development: Observations from Jiyuan". She introduced the macro background of the field research on Jiyuan and the theoretical framework of the report. She pointed out that Jiyuan City has done a lot of exploration on how to transform into a modern industrialized city, focusing on the development of new industries in the process of promoting the integration of industry and city, and actively introducing high-end talents and scientific and technological innovation resources, so as to promote industrial upgrading and innovative development. The typical case of Jiyuan City's industry-city integration provides a Jiyuan program for resource-exhausted cities.


Han Zixuan, a postdoctoral fellow at Tsinghua University's School of Public Administration and an assistant researcher at Tsinghua University's Center for Industrial Development and Environmental Governance, explained the research report on "Integration of Industry and City and High-Quality Development: Observations from Jiyuan". He elaborated on high-quality development under the new development concept, the differences in the transformation paths of high-quality urban development, and the characteristics of Jiyuan's industrial structure and development trend. Jiyuan has traditional advantageous industries and has deployed the tin and gold industry in addition to the attempts to transform and upgrade the traditional industrial field. In response to the challenges faced during the development and transformation of Jiyuan's industries, firstly, a systematic plan for manufacturing data governance should be studied and formulated in line with Jiyuan's high-quality development orientation; secondly, a combination of internal cultivation and external introduction should be adopted to increase the supply of digitized talents; and thirdly, the advantageous industries should be promoted to carry out the in-depth development of digitized application scenarios.


Mr. Lan Zhiyong, Professor of School of Public Administration, Tsinghua University, made a presentation titled "Thinking about Industry and Urbanism in Promoting High-Quality Development in the New Era". He first elaborated the relationship between industry, city and high-quality development. In response to the development problems faced by traditional cities, the trajectory of Western cities is from opposition, to resistance, to coping, to embracing, to management, to urban agglomerations, while the trajectory of China's urban development has Chinese characteristics. High-quality development requires learning and innovation, continuous innovation is the road to industrial development in the new era, innovation is based on learning and education, to promote high-quality development through the interaction of industry-city-academia and innovation. He said that the key to innovation-driven development lies in talents, and that it is necessary to strengthen the supporting infrastructure and services for talents, carry out in-depth and extensive tertiary education, and seek the participation and support of diversified forces such as enterprises. It is necessary to adapt to local conditions, put people first, develop scientifically, deepen reform and opening up, strengthen science and technology, strengthen talents, and drive innovation, so as to be durable, keep firm, look accurate, go steady and win peace.
