The research analyzes how incentive mechanism influences the risks of overseas investment of enterprises in China. Then, it explores how to effectively control risks through policy design. The interaction and the different incentive mechanisms of these two enterprises are also important. Only by clarifying these incentive mechanisms, could we avoid the incentive dislocation in the policy design. Through introducing the alternative equation of energy products, the alternative equation of energy and basic elements, income distribution equation and resident grouping equation, establishing energy consumption indicator system, income distribution and household consumption model. Utilizing the established model to simulate the degree and track of energy price changes’ influence on industrial structure optimization, pricing structure and residents with different income level. On this basis, putting forward policy suggestions for the formation mechanism of energy price in China, energy price policy adjustment and so forth.
