【主讲人介绍】


E. William Colglazier,He served as the fourth Science and Technology Adviser to the Secretary of State from 2011 to 2014 to provide scientific and technical expertise and advice in support of the development and implementation of U.S. foreign policy. From 1994 to 2011, he was Executive Officer of the U.S. National Academy of Sciences (NAS) and the National Research Council (NRC) where he helped to oversee the studies that provide independent, objective scientific advice on domestic and international public policy issues.

科学、技术和创新(STI)在人类发展中一直起着重要作用,并且以当前的发展速度,STI被看作是实现联合国2030议程和17项可持续发展目标(SDGs)所代表的愿景的主要机制。如果我们能够成功管控技术、环境和社会风险,实现“能源”这一目标的努力将会具有溢出效益,有助于其他目标的实现。以解决能源关键问题为目标的国际协作,业已成为改善各国关系的“科学外交”。本次报告将以能源可持续发展为题,简要介绍创新生态系统的构建,并讨论以下主题:


 

Science, technology, and innovation (STI)play a central role in human development, and have always done so in thepast.  With the advent of “knowledgesocieties” and the current rapid pace of new technological advances, STI mustbe seen as a primary mechanism for realizing the aspirations represented by theUnited Nations 2030 Agenda and the 17 Sustainable Development Goals (SDGs).  One of the most important goals concerns“energy” as making progress towards this goal will have spillover benefits forachieving nearly every other goal if we can manage the technological,environmental, and societal risks successfully. International STI collaboration with the aim of solving criticalchallenges associated with energy (as well as with other goals) is a form of“science diplomacy” that can help to improve relations between countries.  What is needed as a next step is a commitmentworldwide to develop national and international STI Action Plans and Roadmapsfor achieving the SDGs individually and collectively.  In developing and implementing theseroadmaps, the STI community of every country will need to solicit input, participation,and feedback from all sectors – government, private companies, academia, and civilsociety – to ensure that its solutions truly provide the human developmentrepresented by the SDGs.
