斯蒂尔博士历任世界银行全球气候变化特使及气候策略基金联合主席、世界银行环境局局长、英国国际发展部主任，并兼任联合国秘书长直属“人人享有可持续能源”高级别顾问委员会委员、G20工商峰会绿色发展理事会成员，在国际可持续发展、气候变化谈判、气候投资管理、环境发展创新等方面享有国际声誉。斯蒂尔博士毕业于苏格兰圣安德鲁斯大学、美国宾夕法尼亚大学和英国剑桥大学，拥有经济学博士学位。

Dr. Andrew Steer is the President and CEO of the World Resources Institute, and a member of the China Council for International Cooperation on Environment and Development (CCICED). In earlier years, Andrew held several senior posts at national governments and international organizations, including Special Envoy for Climate Change and Director of the Environment Department of World Bank, and Director General at the UK Department of International Development (DFID). He also serves on the Executive Board of the UN Secretary General’s Sustainable Energy For All Initiative and is a member of the Green Development Council of G20 Business Summit. Dr. Andrew Steer enjoys high international prestige in aspects of sustainable development, climate change negotiations, climate investment management, innovative environmental development and so on.  Dr. Andrew was educated at St Andrews University, Scotland, the University of Pennsylvania, and Cambridge University. He has a PhD in economics.
